2019年的三笔文章我觉得还是比较难处理的，尤其是像这种政经类文章，专业度比较高，“把话说好”不容易，额，不知道是不是11月真的比较难额- -。

每一段中我划线的部分是各位需要多揣摩的地方。

考二笔的同学也可以练练，二笔和三笔的区别嘛也就是二笔题量更大、判分更加细致严谨啦，文章难度（我觉得）相差不大。

篇幅较长（但是看完还是哟记得点赞吼！！我还会再更der~！！！）

在如今这个紧密相连（或者休戚相关也行）的世界里，文化改变社会的力量显而易见。文化的表现形式多种多样，从珍贵的历史古迹和博物馆，到传统习俗以及当代艺术形式，文化极大地丰富了我们的日常生活。如今社会复杂多变，经济动荡，社会往往缺乏认同感和凝聚力，而文化遗产恰恰是社会认同感和凝聚力的一大源泉。创造力则有利于形成一个开放包容且的多元社会。文化遗产和创造力为构建充满活力的、创新繁荣的知识型社会奠定了基础。

transform 和change的不同之处在于，transform指的是 彻底改变 (使更好、更有吸引力) 英文解释是：transform something or someone means to change them completely and suddenly so that they are much better or more attractive. 举个栗子： Industrialization transformed the world.工业化彻底改变了世界。manifestation：n. [mnfesten] 显示；表明；表现形式 Some manifestation of your concern would have been appreciated. 你当时要是表现出一些关心就好了。 cherished [tert] adj. 珍爱的，珍藏的historic monuments指“历史古迹，历史遗迹”不是“历史纪念碑”。 monument 除了 纪念碑以外还有 something such as a castle or bridge that was built a very long time ago and is regarded as an important part of a country"s history. 的意思，所以是 历史遗迹。traditional practices：传统习俗。practice：n. [prkts] a way of doing sth that is the usual or expected way in a particular organization or situation 通常的做法；惯例；常规。【译文说明】：– enrich our everyday lives in countless ways. 破折号之后为避免文意不清，加上主语“文化”【译文说明】：第③句话比较难，需要先把这句话的意思捋顺了再重新说一遍。先看后半部分，bewildering change and economic instability.给bewildering change 加上主语，根据上下文语境，多变的肯定是社会。 bewildering：adj. [bwldr] 令人困惑的；使人糊涂的 bewildering change 这里直接意译成复杂多变。disrupted by：直译是“被...打乱”，直译肯定不行，作者想表达的意思是，两个因素（bewildering change 和economic instability）是之前社会缺乏认同感和凝聚力的原因，所以翻译的时候意译成：如今社会复杂多变，经济动荡，社会往往缺乏认同感和凝聚力。“先因后果”，把句子捋顺。pluralistic同pluralist [plrlst] adj. adj. （社会）多元的，多元文化的 a pluralist approach to politics 多元主义的政治手段knowledge societies：知识型社会 一个专有名词。

① What is culture? ② Culture is who we are and what shapes our identity.③ No development can be sustainable without including culture. ④ UNESCO ensures that the role of culture is recognized through a majority of the Sustainable Development Goals (SDGs), including those focusing on quality education, sustainable cities, the environment, economic growth, sustainable consumption and production patterns, peaceful and inclusive societies, gender equality and food security. ⑤ UNESCO is convinced that no development can be sustainable without a strong culture component.

何为文化？文化的内涵在于说明：我们是谁，又是什么构建了我们的文化认同。没有文化支撑的发展无法长久的。联合国教科文组织（UNESCO，简称：教科文组织）认为，文化的重要地位在多数联合国可持续发展目标（SDGs）中已经得以体现，这些目标包括：优质教育、生态平衡的城市、良好的环境、经济增长、可持续消费和生产模式、和平和包容社会、性别平等以及粮食安全。教科文组织深信，可持续发展离不开强有力的文化支撑。

【译文说明】：第②句 增译 Culture is who we are and what shapes our identity. 如果直译成“文化就是...”太平淡了，因此增译成：文化的内涵在于说明：或者说 文化的内涵意义在于告诉我们...shape：v. 塑造 Like it or not, our families shape our lives and make us what we are. 不管喜欢与否，我们的家庭塑造我们的生活并铸就我们的个性。identity在这里表示“认同感”，具体指身 份认同感。身份认同(Identity)是文化研究领域的一个重要概念，指个人与特定社会文化的认同。ensure直译为：确认、担保。和后文联系起来看，在这里也能翻译成“认为”。【译文说明】：sustainable cities 直译是 可持续发展的城市，那么所谓城市的“可持续”指的又是什么呢？sustainable还有一个意思：involving the use of natural products and energy in a way that does not harm the environment （对自然资源和能源的利用）不破坏生态平衡的，合理利用的。所以这里翻译为：生态平衡的城市。sb is convinced that...某人对某事深信不疑。

① To ensure that culture takes its rightful place in development strategies and processes, UNESCO has adopted a three-pronged approach: it spearheads worldwide advocacy for culture and development, while engaging with the international community to set clear policies and legal frameworks and working on the ground to support governments and local stakeholders to safeguard heritage, strengthen creative industries and encourage cultural pluralism.

为确保文化在发展战略与进程中占应有地位，教科文组织采取了三大战略举措：教科文组织发挥带头作用，在世界范围内倡导文化和发展；同国际社会一道制定清晰明确的政策和法律框架；切实支持政府和地方利益相关方，对进行遗产保护；加强创意产业建设，鼓励文化多元化。

takes its rightful place in...:在...中占据应有的位置。rightful：adj. 合法的；正当的；公正的；正直的 She was only claiming what was rightfully hers. 她只要求得到理应属于她的东西。a three-pronged approach：三管齐下的措施。prong：（进攻、论点等的）方面。spearhead：v. [sphed] to begin an activity or lead an attack against sb/sth 做…的先锋；带头做；领先突击。也就是在（某方面）发挥带头作用。advocacy:n. [dvksi] （对某思想、行动方针、信念的）拥护，支持，提倡while 在这里是连词，意思是 在……期间；在……的过程中；与……同时。engage with...:与...接洽；同...一道。set clear policies：指定清晰的策略 set在这里是 制订，规定（规则、原则等） 的意思。The standards were set down by the governing body. 这些标准是由管理机构制订的。 work on the ground to do sth：固定结构: 脚踏实地做某事。那么working on the ground to support 就是 切实地支持的意思。stakeholder：n. ① Today, creativity is emerging as one of the most promising avenues for changing how we see cities. ② Whether by revitalizing the local economy, rethinking transport or housing policies, reclaiming urban spaces, or opening up new horizons for young people,creativity is one of the driving forces behind urban policies and initiatives. ③ Cities worldwide are focusing their attention on the cultural and creative industries as an inspiration for their future.

如今，创新已经日渐正成为改变人们对城市看法的最有力手段之一。无论是提振当地经济，考虑重新制定交通或住房政策，还是开拓城市空间，为年轻人开辟更广阔的新天地，创造力始终是制定城市政策及倡议的一大推动力。全世界的各大城市都将重心放在文化创意产业上，以期为未来发展提供灵感。

sth is emerging as...某物正日渐成为.../逐渐成为...avenue：熟词僻意 这里指的是 a choice or way of making progress towards sth 选择；途径；手段 Several avenues are open to us. 有几个办法可以供我们选择。 revitalizing：adj. [rivatlaz] revitalize的现在分词，表示使……复活；使……复兴；使……恢复生气 revitalizing the local economy翻译为“振兴本地经济”; “振兴东北老工业基地”就是"Revitalize Northeast China" campaign。【译文说明】：reclaim到底是啥意思在这里需要好好斟酌一下，reclaim有 开垦，利用，改造（荒地） 的意思，那么 reclaim urban spaces 也就是 开拓城市空间。【译文说明】：opening up new horizons for young people。open up horizons 我们用得更多的是“开阔眼界”的意思，在文中揣摩一下，肯定不是眼界啊，是实实在在的生活/发展空间，所以翻译成“为年轻人开辟更广阔的新天地。”driving forces是固定表达，指“动力，驱动力，推动力，驱动因素”，相当于drivers。the cultural and creative industries是专有名词，指“文化创意产业”。文化创意产业Cultural and Creative Industries（CACI），是一种在经济全球化背景下产生的以创造力为核心的新兴产业。

① This vision is promoted by elected representatives and city policy-makers, who see it as a strategic lever for innovation when it comes to tackling contemporary urban issues, whether on an economic, social or environmental front. ② More importantly, however, it is a vision shared by professionals and citizens, who are taking action in their own neighborhoods and communities to build more sustainable and more human cities.

This vision 指代上文中提到的cultural and creative industries。is promoted by：由...推动、促进；那么意译一下，也就是由...提出的意思。elected representatives：当选代表。 elected：adj. ["lektd] 当选而尚未就职的。lever：n. [liv(r)] 原意指 操纵杆，控制杆；杠杆 在这里指的是 （用于达到某一目的的）手段，方法 The threat of sanctions is our most powerful lever for peace. 实施制裁的威胁是我们争取和平最有力的施压手段。on an economic, social or environmental front：on...front 在...方面。关于front再积累一个短语 on the front burner：处于前列重要地位；受到重视；为当务之急。举个例子 Anything that keeps education on the front burner is good. 任何重视教育的事都是好事。it is a vision shared by...:这是...的共同意愿。

① This vision of creative urban governance is the driving force behind the UNESCO Creative Cities Programme and Network (联合国教科文组织创意城市网络). ② Since its creation in 2004, the Network has established itself as a strategic platform for promoting and sharing this new approach to sustainable cities. ③ Through its standard-setting and operational actions, UNESCO has paved the way for demonstrating the essential role of creativity in urban sustainability, assisting national and local authorities and advocating this vision at an international level.

sth is the driving force behind...: 眼熟吗？这种句型也太眼熟了吧？！！政经类问题必备可以说是！！（自己学下来可以放在作文里面。） 直译为：某事是...的驱动力。翻译的时候融会贯通一下，也就是说“...来自于...”established itself as：成为。（千万不要翻译成“把自己建立成为”哈，那得多Chinglish...)standard-setting and operational actions：标准化的实施方案。pave the way for：为...做好准备；为...铺平道路。简言之，也就是“有助于”。【译文说明】：这部分需要增译 assisting national and local authorities and advocating this vision at an international level.协助国家和地方政府（实施/落实）创意城市治理理念，以及在国际上倡导这一理念。

① Culture and creativity play a key role in sustainable urban development. ② They contribute to diversifying the economy and generating jobs but they also enhance the quality of life of citizens by participating to a city’s social structure and cultural diversity.

文化与创新在城市可持续发展中发挥着关键作用。它们不仅有助于实现经济多元化，创造就业机会，而且还可以改造城市社会结构，提高文化多样性，从而帮助提高市民生活质量。

play a key role：起关键作用contribute to：to是介词，后面的动词要用动名词形式。【译文说明】：第②句中，by后面的部分先翻译，符合中文“先因后果”的原则。“因”：participating to a city’s social structure and cultural diversity. “果”：enhance the quality of life of citizens
